Samar Alloubani is a Project Coordinator for the Middle East and North Africa unit at the Berghof Foundation. Based in Beirut, she is currently coordinating the project “Inclusive Local and National-Level Dialogue in Lebanon: Supporting Reform Options, Vision-Building, and Concrete Action for Service Delivery and Social Cohesion.”

With over nine years of experience in humanitarian operations, peacebuilding, and protection programming, Samar has led the design and coordination of complex projects across Lebanon, with a strong focus on conflict transformation, social cohesion, and community engagement. She has contributed to impactful interventions through her work with leading international and local organizations, including UNRWA, the Norwegian Refugee Council (NRC), Expertise France, and Proximity International.

Samar holds a Master’s degree in Business Administration and a Bachelor’s degree in Business Management from the Lebanese International University (LIU). She brings a proven track record in stakeholder coordination, program development, donor engagement, and field-based operations. Her work is grounded in inclusive dialogue, strategic planning, and a firm commitment to advancing participatory solutions in fragile and divided contexts.

Driven by a deep dedication to social justice and locally led change, Samar collaborates closely with municipal actors, civil society organizations, and community leaders to promote resilience and cooperation across societal divides. She thrives in dynamic, multi-stakeholder environments where policy meets practice and where meaningful, sustainable impact can be achieved on the ground.
