Restoring local service provision in Yemen
Electricity, water, and waste management in Taiz City, Aden, Seiyun, Mukalla, and Al-Ghaydah
The war in Yemen has reshaped local services. Our event explores where they have proven resilient and what is needed to restore them in Yemen.
Years of conflict and institutional fragmentation have taken a significant toll on service delivery across Yemen. While the provision of electricity, water, and waste management has almost fully broken down in some cities, others have succeeded in maintaining basic functionality. Restoring and stabilising public service provision will require addressing broader security and governance challenges and prioritising long-term sustainability over quick fixes.
Our latest publication, Mapping service provision at the local level in Yemen, explores how electricity, water, street cleaning, and solid waste management are currently delivered across Taiz City, Aden, Seiyun, Mukalla, and Al‑Ghaydah. It examines how more than a decade of conflict, fiscal collapse, and fragmented authority have reshaped local service systems.
During the event, the study’s author, the newly appointed Minister of Local Administration, and local authority representatives will discuss key challenges in service delivery, share first-hand experiences, and highlight practical approaches to overcome these challenges. The discussions will also reflect on how international support can be more effectively channeled to support and sustain local services in Yemen.
