Supporting the alignment of climate adaptation, resilience and peace

The project supports regions and countries affected by climate change and conflict in better aligning their peace and climate adaptation policies.

Timeframe: 2025 - 2028


The EU-funded action on policy coherence for adaptation and resilience brings together the Centre for Humanitarian Dialogue (HD), the Berghof Foundation (BF), and the International Institute for Sustainable Development (IISD) to support regions and countries affected by climate change and conflict in better aligning peace and climate adaptation policies. The initiative supports the operationalisation of the EU 2023 Joint Communication on the Climate-Security Nexus and 2024 Action Document on Climate Change and Security.

This project aims to contribute to the improved alignment of regional and national policies on peace and climate adaptation in fragile contexts. To achieve this, the project focuses on increasing knowledge of supporting the alignment of peace and climate adaptation efforts among relevant stakeholders and authorities. Additionally, it works towards enhancing key actors’ skills and capacities for improved alignment between peace and adaptation efforts.

Background

Many of the countries and people affected by climate change are also affected by conflict and violence. The factors making a country vulnerable to large-scale conflict also heighten the vulnerability of a state and its population to climate-related extremes and make adaptation to climate change harder to achieve and sustain. As a result, societies and populations bear a double climate-conflict burden.

In 2023, the EU issued a Joint Communication on climate and security to support fragile and crisis-affected regions, countries, and communities to achieve resilience and sustain peace by addressing climate and environmental risks that intersect with conflict and instability.

Partners and funding

The project is funded by the EU Service for Foreign Policy Instruments and implemented in close collaboration with the consortium partners HD and IISD. HD and BF provide peace mediation and dialogue expertise, while IISD provides climate adaptation expertise and contacts related to National Adaptation Processes via the National Adaptation Plan (NAP) Global Network.

Activities

  • Developing country-specific methodologies for aligning peace and climate adaptation policies – ongoing.
  • Designing country-specific implementation processes to align climate adaptation and peace efforts – ongoing
  • Peace and Climate Help Desk’ to deliver technical and political advice on peace and climate adaptation to relevant EU stakeholders – ongoing
