Supporting state-citizen dialogue for resilient communities in Anbar, Iraq

This project strengthens climate resilience in Anbar, Iraq, by fostering dialogue, improving climate adaptation, and integrating conflict sensitivity to address climate and conflict challenges.

Timeframe: 2023 - 2025


Iraq faces significant climate risks, including water shortages, extreme heat, and dust storms, which exacerbate governance challenges, resource conflicts, and migration pressures. These issues are particularly severe in fragile regions with limited trust, resources, and conflict resolution.

This project, implemented by the Berghof Foundation in partnership with Oxfam, aims to strengthen community resilience to climate change in three districts of Anbar, Iraq. Key activities include improving access to climate information, fostering dialogue between local governments and communities, and enhancing conflict-sensitive climate adaptation strategies. By integrating climate resilience with peacebuilding, the project supports stakeholders in developing sustainable, locally relevant solutions that address both climate and conflict dynamics.

The proposed project aims to support local government and community representatives to have improved skills to be able to effectively shape citizen participation processes, as well as to improve the resilience of their communities against the impacts of climate change.

Background

The project complements an ongoing Oxfam project financed by GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) to strengthen local authorities' response to climate change. It also aims to enhance participation and citizen dialogue in this process by establishing district-level community climate committees. These committees also aim to strengthen inclusion of youth, women, and marginalised groups in dialogues on climate change and advocacy in the district of Anbar in Iraq.
